2026-2031 Strategic Plan
Dear Penfield Community,
Every school District has a heartbeat, and in Penfield, that heartbeat is you.
It is found in the quiet determination of a student learning something new, in the spark of an “aha” moment made possible by our dedicated educators, and in the pride and encouragement we see on our fields, our stages, and throughout our community. Our story extends far beyond our classrooms; it is carried in the everyday moments where families, neighbors, and community members come together, and in the continued success of our graduates.
Penfield’s 2026–2031 Strategic Plan reflects both who we are and who we are becoming. It is a roadmap designed to honor our strong foundation while intentionally shaping our future together.
This is not a plan developed in isolation. It was built from the ground up by more than 1,500 community members, families, staff, and neighbors who sat down with us to share their authentic thoughts and dreams for our District.
To meet the needs you identified, we are focusing our energy on four clear goals: strengthening the quality and consistency of teaching and learning for every student; fostering supportive and inclusive school climates; investing in high-quality staff and professional learning; and building the operational systems needed to support and sustain the District’s goals and priorities.
The goals are not separate initiatives; they are one aligned vision for what it means to grow thriving and successful Penfield students, while also supporting our educators and families.
Our greatest strength has always been our people. The relationships between our teachers and students, and our schools and neighbors, are the foundation
of everything we achieve.
As we move forward, we do so as Boldly Penfield: Future Focused, Together! We will be bold in our pursuit of excellence, honest about our challenges, and relentless in our focus on the future.

Penfield Goals

Penfield works to advance rigorous, inclusive, culturally responsive, student-centered teaching and learning through coherent curriculum, high-quality/research based instructional programs, equitable access, and data-informed continuous improvement.
One of the clearest messages from the Penfield community was this: the quality of a student’s education should not depend on which teacher they have, which building they attend, or which pathway they follow. Building on strong instructional practices already in place, the District will work to ensure consistent, high-quality instruction is experienced in every classroom and every learning environment. Achieving teaching and learning quality and consistency requires well-planned, high-expectation instruction that is responsive to who students are as learners, alignment across curriculum, instructional approaches, and support systems, and consistent use of data to monitor progress and improve outcomes.

Penfield builds comprehensive and accessible systemwide approaches to belonging, mental health, and supportive relationships so that every member of the District community feels valued, included, and able to thrive.
When Penfield students, families, staff, and community members were asked throughout the Strategic Planning process what makes the District special, the answer was remarkably consistent: the people. The caring relationships between students and teachers, between colleagues, between families and schools - this is Penfield’s most-cited strength and its most important asset. The focus of Goal 2 is about ensuring that what is already true in the best moments of this District becomes true for everyone, in every school, consistently.
A supportive and inclusive school climate is foundational to academic success. When students know they are safe, known, and valued, they are better positioned to engage in learning. When educators know they are supported, respected, and heard, they are better able to be fully present in their classrooms. When families and community members are genuinely welcomed and engaged as partners, schools are stronger for everyone. Penfield is committed to building consistent, inclusive systems of support across all schools, for students, staff, families, and the broader community, and to using clear measures to monitor progress, guide improvement, and sustain those systems over time.

Penfield implements intentional recruitment, hiring, and professional learning systems to develop and sustain a diverse workforce that reflects our students and families and ensures a high quality educational experience.
Attracting, developing, and retaining a skilled, caring, and culturally responsive workforce is one of the District’s most important responsibilities. Goal 3 reflects Penfield’s commitment to building and sustaining the human infrastructure that makes every other goal possible. Achieving high-quality staff and professional learning requires intentional attention across the full professional continuum, from how educators are recruited and welcomed, to how they are developed, supported, and retained over time. Penfield will strengthen the systems that ensure every educator and staff member has the knowledge, skills, and support needed to serve all students well. A workforce that reflects the diversity of the students and families it serves, and that is continuously growing through meaningful professional learning, is essential to realizing the District’s vision.

Penfield maintains efficient facilities, responsibly manages resources to maximize impact, and strengthens operational systems that support the student experience and reflect community values.
Strategic Plan goals are only as strong as the systems built to carry them out. The work of Goals 1, 2, and 3 requires operational infrastructure that is reliable, equitable, and aligned to the District’s priorities. It requires resources allocated with intention. It requires communication that is clear and consistent. And most importantly, it requires strong partnerships between the District and its community.
Goal 4 reflects a conviction that operational excellence is not a back-office concern; it is directly connected to student experience. Strong operational systems ensure that students can fully engage in learning and opportunities, families can access clear and timely information, and staff have the tools and support needed to do their work effectively. When systems are aligned, responsive, and well-coordinated, they create the conditions for students, staff, and families to succeed.
